The NATO Research & Technology Organisation |
The NATO Research and Technology Organisation (RTO) promotes and conducts co-operative scientific research and exchange of technical information amongst 28 NATO nations and 38 NATO partners. The largest such collaborative body in the world, the RTO encompasses over 3000 scientists and engineers addressing the complete scope of defence technologies and operational domains. This effort is supported by an executive agency, the Research and Technology Agency (RTA), that facilitates the collaboration by organising a wide range of studies, workshops, symposia, and other forums in which researchers can meet and exchange knowledge.

Research and Technology Coordination Group (RTCG) Fall Meeting |
The Research and Technology Coordination Group (RTCG) Fall Meeting was held at NATO HQ in Brussels, Belgium on October 13.
Dr. Robert Walker, the RTCG Chairman, provided his perspectives including an explanation of how the meeting constituted an opportunity for all the RTCG members to come together and demonstrated an higher degree of coalescence in face of the rapidly evolving changes within NATO: a New Strategic Concept, the Reform Agenda, a new NDPP, NATO budgetary pressures and new Secretary General Priorities.
The Chairman noted that R&T knowledge is an important input providing fresh models within a rapidly globalizing world. There is aneed to view these changing technologies from both an opportunity as well as risk view point. Technology advances may no longer require a technology response. R&T advances need to be timely to be of use to operations, intel and the logistics community

The RTO supports BELCOAST 09, 13 – 15 October 2009 |
The RTB Chairman, Dr. Robert Walker (CAN), the RTA Director, Gen Albert Husniaux (BEL), and a cross-cutting team of experts from the RTO System Analysis and Studies (SAS), the Sensors and Electronics (SET) and the Systems Concepts and Integration (SCI) Panels participated in BELCOAST 09. Part of NATO’s Defence against Terrorism (DAT) Programme of Work, the BELCOAST 09 initiative was conceived to accelerate the search for technological solutions to improve protection of NATO’s critical infrastructures. Specifically, the Belgian organizers targeted latest state-of-the-art technologies and equipment for the improvement of the protection of military installations, as well as improved fusion of sensor data into one operational picture.

RTB Fall Meeting in Portoroz, Slovenia |

The Research and Technology Board (RTB) Fall Meeting was held in Portoroz, Slovenia on September 17-18.
Dr. Robert Walker, the RTB Chairman, provided his perspectives including an explanation of how the meeting constituted an opportunity for Slovenia, the Host Nation, to showcase their R&T assets, an opportunity to learn from the RTO Panels/Group about key recent achievements; an opportunity to discuss “Partners”- related matters, including co-operation policies and national technical programmes; and finally an opportunity to share information and views on current defence research organisations, trends and issues. In addition, the meeting focused on the evolving NATO challenges and how the RTO can help advance the NATO Nations’ and the Alliance defence capabilities within this rapidly changing environment.

Von Karman Medal Presentation

The Von Kármán Medal is awarded for exemplary service and significant contribution to the enhancement of progress in research and technological co-operation among the NATO and its Partner Nations, carried out in conjunction with RTO activities.
The recognition may be either for repeated outstanding contributions over a long period of time, or for a single exceptional individual achievement.
The 2009 medal has been awarded to Dr. Dieter CLEMENT (DEU) for his lifelong contribution to the enhancement of scientific and technological knowledge in support of the Alliance and the Nations.

The RTO Scientific Achievement Award is presented for outstanding contribution to defence science and technology or systems application of technology within the last four years. The Award can go to an individual or to a Group for excellence and originality in the scientific and technical content of the contributions, as well as outstanding results in terms of military benefit.
The SET-093 Team has been awarded the 2009 Scientific Achievement Award.
The Technical Team Chairmen, Mr. Nino SROUR (USA) and Dr. Tien Pham, (USA) received the Award on behalf of the team, during the social event of the 2009 Fall RTB meeting.

Joint Operations 2030 Multinational Exercise
From 8 to 10 September, the Joint Operations 2030 team from the System Analysis and Studies Panel held its capstone Multinational Exercise at the assembly of the Western European Union in Paris, France. With 41 participants from 15 NATO and Partner for Peace nations and a mix of military, defence planners and academic scientists, the MNE addressed some significant areas of interest in the JO 2030 team’s analysis of important technology areas to close projected capability gaps in the 2030 time frame. Several early findings have already emerged. The interactions from the MNE revealed that some of the thorniest problems facing the Alliance are those requiring social science research, not typically a major focus of RTO studies. These include the need for better decision making, for holistic knowledge bases, and for new organizational concepts that deal with complex and ambiguous moral and legal environments. These issues imply the need to engage cognitive psychologists, management theorists, legal scholars and ethicists in a focused way.
Overall, the MNE was a success: the mix of defence scientists, military officers, defence planners and academics provided for a synergistic and integrative review of the JO 2030 Study efforts and brought a strong sense of closure to the work and results that have been generated by the Study. The JO 2030 project ends officially in December with the delivery of the findings and the final report.
